Kolby Baker is the Co-owner of Midwest Infrastructure Coatings LLC and the sole owner of Raising Solutions LLC, bringing over 15 years of experience in the trenchless technology and underground infrastructure repair industry. Known for his deep technological expertise and hands-on leadership, Kolby has built a reputation for delivering innovative, high – quality solutions that strengten and protect critical infrastructure. Beyond his professional achievements, Kolby is a proud father to three beautiful children – Brace, Beck and Bowie. He values nothing more than time spent with his family. An avid outdoorsman, Kolby enjoys his time with nature to unwind and quality time with his family. His passion for both his work and his family define his approach to life; Committed, grounded, and driven to make a positive impact.

Here at Midwest Infrastructure Coatings, I started as the Regional Director for the states of Missouri and Kansas. I oversaw all the sales and projects that took place in those states. Before my time here, I was a wastewater technician with the MRWA, helping small wastewater systems find solutions to the problems that they had. I also spent a lot of time on staff at the City of Marshfield, MO on their collection system maintenance crew overseeing all CCTV work, and as an I&I field technician lead with a class A wastewater treatment operator license. In March 2025, I was promoted to Director of Business development. My new role will continue to allow me to work with our Missouri Customers, but also include me leading the MIC sales team members across all territories aiding them as needed. With this role, it will allow me to make sure that we as a team continue to grow Midwest Infrastructure Coatings well into the future.

I am your Regional Director for Arkansas sales, and the Operations Manager, where my job is to schedule each project that we tackle. While also making sure that there is no job that falls through the cracks to be forgotten about. I have been with Midwest Infrastructure Coatings for 3 years and plan to grow Midwest Infrastructure Coatings into something we can be proud of. I love working in this industry because I love feeling like I earned what I was given, and nothing in this indusry is given to you. Before my time with the company, I was a college athlete at Lindenwood University where I played football and got my bachelor’s degree. My time on the field taught me multiple lessons of being focused, doing the right things and being there for my team. I enjoy spending my free time on Table Rock Lake, playing golf, and hunting with my friends and family.

James Dugger has spent 19 years in the water and wastewater municipal market, building extensive expertise in rehabilitation solutions and protective applications. Nearly a decade of his career was with Raven Lining Systems as the West Coast Regional Sales Manager, where he developed a strong foundation in surface preparation, application processes, monolithic coverage, and industry best practices.
He later served as Business Development Manager for Quadex/Vortex Infrastructure in the Central United States, where he expanded his knowledge of cementitious materials and advanced application techniques. He also gained additional experience with a company specializing in chemical grouts, further broadening his expertise in infrastructure protection.
James is now the Oklahoma / North Texas Regional Director for Midwest Infrastructure Coatings where he specializes in sales and Customer service.
A graduate of Oklahoma State University with a degree in Construction Management, James Dugger is also a proud Desert Storm Veteran. He currently resides in Henryetta, Oklahoma.

As Regional Director for Midwest Infrastructure Coatings, Jason Patty oversees business development, client relations, and project delivery throughout Kansas. He is dedicated to helping municipalities and utilities extend the life of their critical infrastructure through the application of OBIC’s advanced polyurea coating systems. With nearly two decades of leadership experience in public utilities, Jason is committed to providing communities with cost-effective, long-term solutions for water and wastewater system reliability.
Prior to joining Midwest Infrastructure Coatings, Jason served as the Public Utilities Director for the City of El Dorado, Kansas, from 2007 to 2025. In this role, he directed the city’s water and wastewater utilities, capital improvement planning, and regulatory compliance programs. Under his leadership, the City of El Dorado earned multiple recognitions for operational excellence, supported by a dedicated team focused on protecting public health and the environment.
Jason is actively involved in professional organizations across the water sector. He has held numerous leadership roles within the Kansas Water Environment Association (KWEA), including Past President, Government Affairs Chair, and Delegate to the Water Environment Federation (WEF) House of Delegates. He also serves on the Board of Trustees for the Kansas Section of the American Water Works Association (KsAWWA).
Outside of his professional endeavors, Jason values time with his family and enjoys raising English Setters and Wagyu cattle. He remains engaged in local water and environmental initiatives and holds KDHE Class IV certifications in water treatment, wastewater treatment, and collection systems, along with a Class II Water Distribution certification.

My role at Midwest Infrastructure Coatings as a Project Manager is to make sure that all crews and all projects are keeping up with efficiency, product quality, helping schedule work and troubleshooting problems. My previous experience in construction has helped me become a quick learner, adapt to any problem and find a solution, and help teach new guys the way we do quality work. I have been with the company for 4 years and have started from the bottom as a prep guy, to crew lead, to now a PM. I enjoy spending my free time on the water with friends, golfing, and enjoying a nice cold one at the end of the week.

I am a Project Manager for Midwest Infrastructure Coatings, where my duty is to make sure that projects are progressing along as they should be with the great quality that we promise to you. I have been with the company for 5 years and came from the bottom up. I started as a prep guy, then moved to an applicator position, to running a crew and now in this position. I oversee all field work, as well as helping all crews with troubleshooting, application questions, ordering and delivering material - AKA Swiss army knife. I enjoy spending my free time golfing and hanging out with my friends.
