CASE STUDY

Concrete Water Transmission Pipe Rehabilitation

Pierce-Burch Water Treatment Plant – Arlington, Texas

Project Summary

Client: City of Arlington
Location: Pierce-Burch Water Treatment Plant
Pipe Size & Length: 54-inch concrete pipe, 420 ft
Project Duration: Completed in 8 days (scheduled for 14 days)
Point of Contact: Cijo Jose, Water Treatment Plant Manager
The City of Arlington required structural rehabilitation of a deteriorated water transmission pipe showing signs of concrete scouring and leaking joints. The project restored the pipe’s structural integrity and ensured reliable stormwater conveyance to the facility’s underground reservoirs.

Challenges

  • Heavy Debris Accumulation: Over 115 five-gallon buckets of mud and grit removed.
  • Water Mitigation: Pipe required complete drying to ensure coating adhesion.
  • Tight Timeline: City allocated 14 days; project team targeted—and achieved—completion in under 10 days.

Methodology

Surface Preparation

  • Mechanical cleaning of all surfaces
  • Complete debris removal
  • Thorough drying of the concrete substrate

Coating & Structural System

1. Primers

  • OBIC Prime 1500CP: Deep penetration to strengthen deteriorated concrete
  • OBIC Prime 1503S: Applied to steel interfaces and transition areas to Hobas pipe

2. Structural Rehabilitation

  • OBIC 1306 Structural Foam installed in 50-foot sections to restore structure and fill voids

3. Protective Topcoat

OBIC 1100PW applied after foam became tack-free, providing long-term corrosion and infiltration protection

Safety Compliance

All crew members completed required safety training through Walsh Group prior to site mobilization, ensuring safe and compliant operations within confined spaces.

Results

  • Completed in 8 days — 6 days ahead of the City’s schedule
  • Structural integrity fully restored
  • All leaks and infiltration points eliminated
  • Significantly extended service life of the transmission pipe
  • Improved operational reliability for the Pierce-Burch Water Treatment Plant
